NAME SPELLING MISTAKE

I had applied for a new Pan Card through an agent in Ghatkopar West, Mumbai on the 1st of Feb 2010. I had very clearly and specifically written my name and address in the Pan Application form and submitted the same with the necessary documents to the agent. After 26 days , I had received the pan card but with a spelling mistake in my initial.
When i approached the agent, he gave me a correction form on which i mentioned the name and initial once again correctly and submitted the same with the documents already given again. After 3 days he informed me that i will not get the mistake corrected unless i submit my residential proof in Bombay which i do not have as i am staying in my aunt's house here. The address proof documents i already submitted were of my native state,Kerala.
He has returned me the form , card and all the documents, hereby telling me to approach the UTI Pan Services.
Iam in dilemma now. I really do not understand why the mistake which has occurred on the part of the UTI Services is demanding a time delay and other unnecessary procedures. I do not know if they are going to demand me fees again, as already i have spent more amount all to get the pan card.
Why are people like me made to suffer the loss incurred due to the mistake of some office staff who has committed a silly spelling mistake. Does this not prove their inefficiency especially in a government card. What satisfaction can one get after incurring money, time and energy loss?
